I KNOW these are canoe people but we have had similar issues with kayaks... this happened just recently and tied up a whole bunch of emergency response assets. The logical response to an O/T vessel loaded with gear is to assume missing persons at the very least or a drowning at the worst......best to let some agency know that all are safe and will return to recover later... I spent about 5 hours working on this....
