Pulling rudder down is way too hard and makes a scary creaking sound. I can make it smooth /normal simply by opening forward hatch, pulling the line off the pulley and moving the line back and forth several times inside the hull by hand. The pulley seems fine (i.e., spins freely). No idea why that works but it does. Problem is it only works temporarily (roughly 20 trips) but eventually the issue returns. Any ideas what might be going on or how to fix permanently?

Other thoughts of mine…
Maybe line is twisted but unsure how to tell that and when I use my temporary fix I am not knowingly doing any untwisting.
Maybe line is getting tangled and moving inside by hand is untangling. In particular, shock cord on down line broke awhile back on Revolution 2018 which I somehow tied back together so maybe that is getting in the way.
