I was trying to remove some of the debris from inside the hulls (organic matter from being improperly stored by previous owner) when I noticed that there is a block of Styrofoam inside each hull near the rear crossbar. Is this normal for a SX18?

It is a flotation block. In case you get holed or forget to put the plugs in, your boat won't sink.
