Yes, What you're missing is the mast hinge. I just replaced the one on my boat. I was trying to find the receipt for it but couldn't find it but I think I paid $30 - $40 for it. Now when I bought mine I also got the upgraded mast step assembly (the piece with the white looking doughnut on it) but I don't think there is any difference in the mast hinge. I would find a local Hobie dealer and ask him because you have the older version of the steep assy.
