what is the bungee cord on the tiller cross bar for, and where does it tie to ? Ive owned my 18 for a few years but have never seen another to compare with.
I sail, live on a lake and have the only 18

Hmm. Don't have one on my boat. Doesn't sound like standard issue equipment to me.

Perhaps it was used by the previous owner to tie to the rear beam or traveler dead-eye to keep the rudders from flopping side-to-side (when not in use).

I use a standard, double-hook bungie on my tiller cross bar to ensure my rudders remain in the "UP" position when the boat is out of the water. I simply hook one end to the (centered) traveler car, wrap it around the raised tiller cross bar and then hook the free end to the center tramp lacing. Done. That's all I can think of unless you're referring to Hobie 20-style adjusters like you see the pic below.

Same here -- I use 2 bungees on both ends of the tiller.
