Via Hobie Europe, the ball and slug is a standard part..... bought some the other day from local Hobie agent.

The cross bar track could be slightly reduced in diameter by just cleaning it and spray painting it with primer. You could even use some 1000 grit wet dry sand paper after that over a slug to make sure no binding occurs. Then if you kept it lubed it should last for quite awhile if not as long as you need it too. I'd try a $10 fix vs investing hundreds as a first try.

What about coating the slugs in resin or wrapping them with Teflon tape to add thickness. The pull is straight up or inboard so as long as it slides and stays in your good. Forget about smooth easy motion with the H18 design when loaded.
Is it possible you have your traveler sheet routed incorrectly? Possibly pulling against the bearings forcing them to pop out? I find it very unusual that this is an issue, even worn bearings stay in under load.

Why not just go down to your local local cnc shop with your boat and have them make you 2 larger slugs out of delrin plastic that fit the cross bar opening?
