On the mast installing mast tang and cleats.

ASSEMBLY ORDER:
Using the tang as the example is the assembly order?:
A Mast, casing , tang, rivet?
or
B Mast, tang, casing, rivet ( am assuming this is correct)

DRILL BIT SIZE:
Also if I drill out the mast with a 13/64 (.203") drill bit, the bare rivet fits well, but the casing and rivet won't fit due to the casing being a bit larger than the rivet.

If I drill the mast with a 7/32 (.218") drill bit, the casing will fit in but this bit is too large to pass through the tang that I am using as a template to drill as I install it.

.209 seems to be just right

What is the correct size to use with the casing?. Just want to be sure

The purpose of the casing is to maintain a water tight seal in the mast to prevent "turtling". So, the order should be:

1. Pre-drill hole into the mast
2. Insert Casing (with sealant)
3. Place Tang over holes
4. Install Rivets

This way, the casing will completely seal the drilled hole. Before seating the casing, be sure to apply some marine silicone sealant to the underside of the casing's flange.
