Sounds like they were just covered to be able to sell the boat. = ( There probably isn't anything safer - doesn't sound safe if they could take in water... so I'd pop it in with your finger then - clean it a bit and fill it with something more solid. I have some epoxy filler (two parts in cans) you mix the putty - until the colors mesh, then apply in the hole. So good it can be applied under water. I've used it on a hobie and my fountain. Putty it - sand it and paint the spot if desired.
Other option could be to drill into it (Center) with a small bit and inject some resin or filler. and HOPE that the inner part of the sandwich is still solid. (closed). but probably not. Best to punch it in, so you can see if it goes all the way through.
