My 73 barn find hobie 16 has a frozen mast pulley. Other than not turning, it appears undamaged. If I use it as is, it will grove the sheave and make it unusable.

Any tricks to freeing it up? Can you use pb blaster without dissolving it?

I did a water jet, and WD40 so far, the pulley material does not seem brittle. Thanks for any advice, iching to go sailing (Long time sailor, first time cat).

The boat is in great shape otherwise, still has new gel coat shine:)

Pb blaster should work, to free it up, let it set in there for a little bit, then keep working it back an forth by hand. I use 3 and 1 oil every year before the mast gets raised for the year.
If its that froze up, you can always drill the revit pin out and replace it with a stainless steel bolt and lock nut as a last ditch effort.

I am guessing corrosion is the problem. Can you soak the masthead in mild acid like white vinegar or Coke? Give it a couple of days.
