I am having trouble attaching two new downhaul cleats similar to the image below to my Hobie 16 mast.

I had tried to use the largest rivets i could find at my local boat yard - monel rivets, size 4.8mm x 25mm (6-16) but these still seem to small. I tried to drill and sink the guiding hole on the downhaul cleat to accommodate, but made a mess of it. Does any kind soul have a solution to my predicament, or know exactly what I should be using to undertake this job correctly?

Sooo... the 6-16 is not long enough to pass through the cleat? They must be huge. Maybe get the stock Hobie cleats? We use a 6-10 rivet.
