The H16 I've been trying to get into shape has a problem with one of the rudders. Both rudders have two holes in the top where it fastens to the upper casting. Not sure why two holes. I installed spacers to tighten the slop and new roller connectors. One of the rudders seems to work fine as it now seems to lock down when in use and says up when trailering. However, the other rudder won't lock down and trails down at a slight angle when trailering. I'm not sure how much cam wear is permissible. Could this be my issue?

This probably isn't an issue related to cam wear. It almost certainly has to do with the holes in the bad rudder being in the wrong place.

Lay the good rudder on top of the bad rudder and line up all the edges - do the holes line up? If not, then fill the old holes in the bad rudder with thickened epoxy and use the good rudder as a template to redrill.

Bill Mattson wrote a good article with pictures on this in the May/June 1998 On the Wire (Vol 2 Issue 7) titled: Raking Rudders
