EXCELLENT FIX. I drilled the holes in the base, and when I finished sailing yesteday day the Teflon chip was where is should be. No way of getting it out either - it's firmly fixed into the base. It even stays in there when I drive home. Thanks to everyone for the suggestion.

My boat did not come with a chip and looks like for years did not have one. I cut one out of some .060" polyethelyene. It is smashed in there does not come out and the mast pivots real nice now.
