So I have an '86 (built 12/85) w/ a ser# 0196 and two sails, #652 and #5805. Is there a proper sail # for a given hull # ?

There is only a rough relationship between (original) sail numbers and hull numbers.

OK. So, does the HCA issue a number? Is there a list of available numbers? Do you just make one up and hope it's unique?

Yes.

If you end up at a regatta and someone else has the same sail number, you just need to bring it to the attention of the Race Committee. They'll pick another identifying characteristic, like sail color, to tell you apart on the race course. Doesn't happen a lot.
