 Post subject: Rudder fitting on stern?

I have almost finished refurbishing an older H14 that literally fell of the back of a truck (or a trailer maybe) while moving. The rudders ripped the fitting out the back, by the looks of it.

That was many years ago I guess - when I got the boat last year it was covered in red housepaint, but good and solid underneath

Anyway, much labour later she's ready to go, rudders as good as new, s/steel fitting to hand the rudders are in place just above the bungs...

But the place where the rudder pins slots down through the rail on the back of the hull is a mystery. Is it just a hole in the fibreglass, with maybe a brass bush? Or is it something a bit stronger than that?

It really is just a hole drilled through the fiberglass (and an oversized one at that). It carries no load.
