One of the screws in the top rudder mount (or gudgeon) of my H14 has pulled out and there is no remaining thread.

Does anyone know if the rudder mounts screw into captive nuts, or do they thread straight into the fiberglass?

There is an aluminum backing plate that's glassed into the inside of the transom. If your existing gudgeon screw is a size #12 (stock?), it can easily be tapped (no drilling) up to 1/4 inch dimeter, and 1/4 inch SS screws are available at most local hardware stores.

Yes it is important that you not try drilling. I learned this the hard way. Just tap a new 1/4" thread directly into the existing material as mentioned above.
