I don´t know what I can do. Arms have rounded corners and they don`t lock. them up.

May have to do with improper drilling of the rudders. Maybe you swapped upper castings left for right?

They don't really lock in the up position. They just sort of catch when you lift them. What exactly are you trying to do?
