I don´t know what I can do. Arms have rounded corners and they don`t lock. them up. |

May have to do with improper drilling of the rudders. Maybe you swapped upper castings left for right? |

They don't really lock in the up position. They just sort of catch when you lift them. What exactly are you trying to do? |
