I have windsurfed in the O'neill Forebay a bunch. This is to the east of the dam. The forebay is a regulator for water levels between the lake and the canal so the water level can vary. There are shallows, not sure how good it would be on a cat. Hot windsurfing spot (High Wind). There is camping on the waters edge.

About the place:
Just below the San Luis Reservoir Dam, off Hwy 152 about 5 miles from I-5. Good, fairly consistent wind in the afternoon. PWC and other powerboat traffic can be heavy at times. There is a large sandy beach, surrounded by a grassy area with picnic tables and BBQ grills. Very nice boat ramp and docks, although sometimes gets crowded, especially on long weekends.
