 Post subject: help with loose cleat

I have a loose jib cleat on my H16 mast. What is best, drill new holes, reposition and rivet in, or can I drill the loose rivets out and rivet into the same holes. I suspect that this depends on how much the old holes have been distorted. Any advice that can be offered would be appreciated.
