Try calling a local marine store for paint. I know some people do it and it usually looks ok, for a while, but paint just isn't that durable compared to a factory gelcoat. Try restoring it a bit with some hull cleaner first ( I use On & Off, from west marine. it's nasty stuff but make my 88 hulls shiny white) then use some rubbing compound to bring out a shine.
As for the metal stuff, it's all aluminum so the only truely durable treatment would be to have re-annodized. Paint will , again, last a little while but eventually, it's going to look worse than when you started.
I would just clean it up a bit, keep the rest of the boat in good shape and save your pennies for a newer boat some day, oh yeah, last thing: sail it!!
