I highly recomend part number 6410001- the anchor plate kit on all h 18's sailed hard. I broke my last one in SF bay at the port outer cross arm connection point. I put a little glass in the outboard hull- someone else probably has a better layup, but I used 3 layers of 6 oz cloth in the semicircle where the anchor plate goes, and 3 layers of 6 oz 6 inch tape feathered fore and aft and about 14 inches down the hull. The boat seems very stiff now. I also upgraded to screw in inspection ports and used 3m 5200. 5200 actually has some structural properties, unlike Silicone. We will see if I ever pass anyone in this thing...
It's only a little harder to pull up hills with my Caravan now.
Just kidding.
Gotta be willing to glass by brail.
If not, forget the glass, the plate is the key component.
Yeah, I'm a novice, but I've seen one of these break.

These plates are suggested for all Hobie 18s from 1984 until they became standard equipment... In 1984 the glass layup was reduced to lighten the boats. The boat went through several changes in layup until about 1989 when a bunch of glass was added in addition to the plates. This includes glass that connects the sidewalls to the deck after the deck is glued to the hull.
