Looking at buying a Hobie 18 that has some osmotic blisters about the size of a dime. Obviously the boat was either in water or moist grass for a while to cause them, but it's been dry on a trailer now for over a year. Will the blisters get worse with time or are they likely dormant now? I assume the repair entails grinding out, drying, and filling. Should I consider this boat (at a good price) or move on?

You're lucky that it has a few large osmotic blisters. My H-16 had hundreds of small blisters that were 4-6mm in addition to a few big ones. It took several days to break open each one and then fill all of them back.
If you leave them and you are in an area that freezes, they will break through the gelcoat after a few freeze thaw cycles. Then, the fiberglass will be able to start absorbing water.
Good luck! It is a fun winter project.
