Post subject:  Water in Hull - sealing the leak w/ Silicone

My starboard hull continually keeps filling up with water. I have read about using a silicone substance to seal leaks around the thru hull fittings.

Is it wise to put this substance around the thru-hull fittings? If I need to remove the crossbars at somepoint, won't this make things difficult for me?
