 Post subject: help with mast repair

I am restoring an 80's Hobie, the mast base rivets have torn threw the bottom of the mast. There is a small amount of aluminum reveal where the holes for the base are drill into the mast. This has torn out. What thoughts can someone provide for a repair.

Grind the mast a bit smaller perhaps or drill new holes in the mast and base piece?

Place rivets in new / different locations. Shortening the mast has issues due to wire lengths.
