The endcap on one of the tillers has rotated (about 30 degrees) out of plane with the rudder axis. As a result the crossbar endcap and the tiller end cap do not mate correctly. I've tried to twist (by hand) the end cap on the tiller back into plane with no movement. Is this what I should be doing?? And should I try more force (maybe with pliars??). Would a lubricant (silicone??) help??

Sounds like a corrosion issue possibly. I would try soaking in water, maybe some WD-40 and more force.
