 Post subject: rudder noise

When i get into winds >=12 mph, i start to get a humming/vibration noise from my rudders that gets pretty loud. The noise gets a little better if i lift up on the crossbar. boat is about 5 years old so it has the older rudder/crossbar design.

anyone else experience this? Solutions?
