Been to Tahoe. It's gorgeous but would be the last place I would buy a Wave from due to the fact that it is subject to considerable temp shifts. This puts a lot of wear and tear on your possible used boat unless it has been stored in controlled conditions.
Hobie makes a lot of money by selling Waves to Resorts. A Resort will not give away their boat unless it has more problems than simple maintenance.
The same goes for Sailing Schools.
The current new price for a Wave in Seattle is a bit over 5 grand (consider shipping costs). Your closest dealers are in CA or Nevada or AZ. The less you spend on shipping costs the cheaper it will be.
If you find a used boat privately consider what it will take to get that boat shiny and new. If you have never bought a used boat like a Hobie Cat, try to find a friend who knows more than you before you negotiate on the price.
The price will always be dictated by the year. If the boat looks faded, it probably is as a lot of people living in the US southerns regions don`t realize how brutal the Sun`s UV rays can be on a plastic boat when it has been left out in the open. Considering that the Wave is roto moulded means that you can get hull deformation due to simple neglect. That could mean distorted hulls which is the last boat you may want to buy.
I`m not really comfortable with suggesting to you to look into Craigs List as that is where a lot of stolen property meets a new buyer.
However, unless you buy new, a simple scan in the local newspapers may get you a connection...the paper also has info on the seller in case that sale goes sour.
