Have some broken screws on chain plates and tacks rendering the hulls useless

how large are the metal backers in the hulls?
could I drill and tap a new spot?
all for the sailing school trade so not that important for speed and trim

if and when I do replace them any schmoo recommended to set the bolts in
locktite ? forma gasket ? grease? Neverseize?
