Has any one else had any issues with the bungee cord and clip coming off the cap?

Yes quite some time ago. The cart doesn't really need the cap unless you lift the kayak, then it may fall out. Just keep the pin in the kayak storage area and use it if you have to.

To me it was a problem waiting to happen.

Pretty easy to fix. We also have replacement caps/pins with bungee if needed.
