I am seeking help in repairing the steering handle for my Outback S.U.V. The steering handle appears to be in line but is extremely difficult to turn to either side (I am unable to move it with one hand).

The photos below show a small black bolt sticking out from the bottom of the handle that is also rubbing against the hull of the kayak. I wondered if this may be causing the steering difficulty?

Does anyone have any recommendations on how to get the steering handle to turn with relative ease? I would like to get back on the water and be able to steer quickly while fishing without having to grab the handle with both arms and expending all energy just to turn a corner.
