I'm thinking about purchasing a used H18 to race. Can a pre-1984 H18 be raced competitively against the 1984 and later boats? I read somewhere that the boats were made lighter and faster in 1984.

Also, if I bought a 1984-1988 boat should I reinforce the boat to prevent cracking? I read there was a change made in 1989 which made them stronger.

The heavier weight would become a factor as you get all the other racing factors mastered. But wht start with a handicap? Lighter is better.

Yes, you should reinforce 84-88 versions at the crossbar connection points.
