I did a little on-line research and found that composites containing conductive fibers are themselves conductive (how much depends on the fiber content of the composite and the frequency of the current).
Carbon fiber panels can be used for RF shielding in addition to providing structural strength, thus their popularity in military applications.
Inasmuch as carbon fibers are highly conductive, and that items like tiller extensions have a high fiber content, I would wager that they would be conductive - and therefore not class legal.
