This posted on the Hobie Worlds Web Page.

From the 17th January - 31st January 2014 no competitor or coach may enter the exclusion zone.
From the 1st February - 15th February 2014 no entrant to the competition may enter the exclusion zone without the permission of the race committee.
No coach boats will be allowed in the exclusion zone during this period.
Failure to comply may have the entry or team removed from the competition.

Makes sence while the competition is on.Not sure why needed before hand?

Well, I don't know for sure but I'd guess to prevent a very well funded team from sending out three boats with current sticks to track the wind shifts and current for a few weeks beforehand. They do it in the America's Cup and some other high profile regattas. I would find it discouraging if I arrived and found out that you had spent three weeks studying the wind and current patterns and had a secret trove of data. Discouragement leads to not attending next time which leads to smaller regattas which leads to cancellations.

We have had competitors arrive before events... rent / borrow boats to practice on the course... or sail on / near the course during earlier events that theirs. This just makes it very clear that it isn't happening here.
