This is totally incorrect (maybe you misinterpreted my post). If the mark (or gate) is not a mark that you need to round on the leg that you're currently sailing, then you can hit that mark without having to do a penalty turn. So if you're sailing downwind to the finish and you hit one of the gate marks, you do not need to do a turn since there is no requirement to sail through the gate to finish.
