So, when the NOR says:
Open to any member in good standing of a recognized sailing
organization.

What do they mean? Does membership in US Sailing and/or HCA-NA qualify, or do they mean you have to belong to a yacht club?

That's a pretty vague qualification. Recognized by whom?

Since the HCA-NA is an organizational member of US Sailing, I think you would have a pretty good argument that it's a "recognized sailing organization".
