The 2004 Bravo I'm considering buying has a few fine cracks in the hull at the point of attachment of the tiller. Any and all input about this situation will be appreciated. Should this condition be a deal killer?

Are these surface cracks or scratches? If the hull is cracked right through...run away. Repairing polyethylene is very difficult at best.

Photos?

I think small / short cracks emanating from the molded-in hardware are not usually a big issue. May just be thin right at the point the material intersects with the embedded hardware.
