With 213 view to your inquiry it seems there are several people interested in this topic. I don't have an answer for you myself but it may be easier to find a Portsmith rating. From there I think there is a conversion table to PHRF. I'll give it a try myself.

Just in case anyone else is looking, the conversion (according to wikipedia: http://en.wikipedia.org/wiki/Portsmouth_yardstick) is:

D-PN = ( PHRF / 6 ) + 55
PHRF = ( D-PN − 55 ) × 6

So the PHRF for the 21SE (no spi) should be 72.

I also found a Portsmouth rating for the 21 SC:

Hobie 21 Sport Cruiser H21P - (74.5) N/A [75.2] N/A N/A
http://offshore.ussailing.org/Portsmout ... active.htm

Which results in a PHRF rating of 117

I was sailing solo today on a Hobie Gateway and I passed a J100 with no problem. J100 was able to point closer to the wind, but in a marker race it would have been closer.

One issue with the rating would be whether to allow the drive. With the drive it would depend on the sailor's physical fitness level. Without it, the AI can be difficult to tack in certain wind conditions.

PHRF is supposed to be local and related to the local winds/conditions. About the only thing you can take from DPN for conversion to PHRF is that each DPN difference is about 6 sec/mile between boats. Even that varies some. If you can get a PHRF fleet to allow you to race with them, take the most punitive rating you can and, in a couple years, ask for redress.
