That would be a "Barber Hauler" which is used to hold the clew further outboard for downwind sailing. Usually these are an adjustable line rather than bungee. |

If you have tramps, you can use a shorter 2-3' adjustable bungee and clip it between your outside tramp strap and your sail's clew. Put one on each side. Works great, no installation required and costs a few bucks. |
