I came across this from the CA Dept. of Motor Vehicles:

Generally, every sail-powered vessel over eight feet in length and every motor-driven vessel (regardless of length) that is not documented by the U.S. Coast Guard which is used or on the waters of this state are subject to registration by the Department of Motor Vehicles (DMV). The vessel must be located in California.

This seems to be in one of those gray areas of the law.
I live in Calif. and was told by my dealer in Irvine that it doesn't and have had my A.I out of 4 different harbors on the coast and never been challenged by any authorities.
But, since times are tough and monies are needed by the state, I'm sure the time is near for out monetary feathers to be plucked.

I was approached one time at Lake Isabella, Kern county and was told by a ranger that I needed a county lake permit for my AI. It's the same permit that the wind surfers are required to have.
