Crank Arms limited movement. Stuck in settings 3-5

I recently acquired a used pa12. I was told it was a 2018. Using it yesterday I noticed that the crank arms are limited in movement, I can only adjust them in settings 3-5. With the release pushed down I cannot get the arms into settings 1,26or7. From my vantage it looks like the curve in the arms aren’t fitting correctly and preventing the movement. This is my first hobie so I’m not sure. I really like this boat and want to get it right. Please let me know if yay help me determine the issue and if I can’t how I can get the correct replacement. I’m also limited on local service. Thank you.
