This shouldn't be unique to the PA. For the rudder to be effective on any boat like this, it needs the water to pass the rudder with some pressure. My Revolution, and AI, are the same. The science of how it works means that the boat needs to be moving for the rudder to be effective.

Of course, but my Outback can be effectively steered at about .5MPH. The PA, in my experience thus far, needs a bit more speed before the rudder has any effect.
