Try threading one of those pool noodles over the strap and position it where it might protect the hood.

There are two things you can try, saw this on another site. You take weaved belt material (the stuff from gymbags etc) take about 6 to 8" make a hole after folding in half, then remove one of the bolts connecting the fender to the frame under the hood on both sides. Reattach the bolt with the strap, when needed leave it out when not needed fold down inside hood.
The other version is to make the belt with a wooden dowl secured to it, then place it inside the hood and close. I've seen them a West Marine, it's a very simple concept but hard to explain, hope I explained right.

I just cut the toe off an old sock and thread the front tie down strap through the sock. I slide the sock into position where the strap contacts the hood and that holds it in place without issue. Works like a charm.

I did this and have had no wear on paint or strap in the last year. Just keep an eye on it from time to time. I have a small piece of rubber I cover the area where the hood closes on it.

I just fold it under the hood when not in use.
