I wouldn't want to flutter pedal for long periods but I believe I could fish shallow flats without a problem.
Jiggy, I understand about not wanting to flutter pedal like you are saying. It is a good way to get out of real shallow areas, but it would be a problem if you have to cover a lot of ground that way. However, it is surprising how shallow that boat can go. I have been in just a few inches of water paddling without any problems.
