Short answer: Yes. Long answer: Unless I am mistaken, the seat on the 2009 PA14 has the necessary channels molded into the plastic on the bottom to accommodate either left or right steering. Just remove the seat from the mounting brackets, slide it back a foot or so to create some slack in the plastic line guide attached to the steering mechanism, depress the metal tab on the bottom of the mechanism and slide it out. Then dress the plastic line guide around to the opposite side of the seat and slide the steering mechanism into the molded channel on that side until the metal spring plate again locks in place. Keep the tube behind the aluminum seat frame when you replace the seat. You will probably need to re-adjust the center point of the rudder, which is a 10 min job and well described in other posts here.
