There is a line running to the hole in the aft of the rudder. This is used to raise the rudder. There is an internal spring that forces the rudder down. If the rudder does not go all the way down... it would angle aft of the rudder pin. This would cause a "heavy" feel and load on the steering.
Likely this line is what kept the rudder with the boat? Perhaps this is twisted around the rudder or hung up internally within the boat. First I would look to see if the rudder does go all the way down when the rudder line is released.
Then we look for possible issues that are preventing it from lowering.
