I haven't used the boom vang since last year when that photo was taken and although I didn't really notice, I don't think it limited the mast rotation as I never applied purchase to it while beating. This is only my third year sailing and that was one of those things that I was experimenting with at that time. Anyway, I don't think that limiting the mast rotation (while sailing downwind) would be a good thing. The idea was to use it during downwind sailing to keep the boom down when it was allowed to swing wider than the main traveler would allow while sheeted tight.
The problem was the loss of overall speed when sailing that deep downwind. I haven't tried using it since I've been sailing with the aussi halyard but maybe I'll try something this spring. Haven't seen anyone use one while racing although it is class legal. As a matter of fact, Ive never seen one on another catamaran, period.
