The swivel is not class legal - the lower attachment point presented some problems (How are we going to anchor this?) and that was an easy fix.
The approved attachment is an adaptation of the top plate off the main traveller. The cleat cannot swivel, although there is some limited side-to-side movement.
A interim ruling was just issued stating that the cleat has to be on the bottom. A couple of inventive sailors figured out that if they reversed the system (by mounting the cleat to the gooseneck), that they could get more swivel action out of it.
