One of my boats has this on it. What is the point in it? Seems like just added complexity.

I use a similar system on all my boats. It adds additional hold down force without requiring the cam to be over-tensioned. The more tension you put on the cam spring, the greater the likelyhood that the cam will not "trip" properly. It also helps to keep the rudder pulled forward in the casting if you have any slop in the system.
