I just came back from Lewes Beach, DE, where I noticed a bunch of beach cats which "lived" on the beach.

Does anyone on this forum know the rules for keeping a Hobie on the beach through the Summer? Is it free? Safe? Thanks for any info you can share.

If someone in the know doesn't reply to this, you could try contacting someone at Lewes Yacht Club. They are located at the north end of the beach you posted a link to.

As far as "Safe?" goes, I have lived here for nearly a decade and have never heard of any problems.

I can't speak for Lewes Beach, DE, but when I lived on Cape Cod, leaving a boat on the beach like that was typically a "deeded beach rights" or a "homeowners association" controlled thing. I would generally expect those boats to belong to whoever owns that first row of houses (or friends of theirs). If they weren't owned by the people in those houses, I would expect those homeowners to (sooner or later) be pitching a fit about the boats obstructing their ocean views. As to "safe", I kept a boat on the beach all summer for 6 or 7 years and never had a *major* problem. About once a year, some minor piece of rigging would disappear (a sheet usually), but no major vandalism, and if people were bringing their own sails and joyriding on my boat, I was unaware of it.
