 Post subject: Rudder composition

I recently bought a 77 H16. The rudders are excellent but the finish gone leaving what looks like fiberglass dust from sun exposure.
Does anyone know what the composition is and what finish I should use.
Gelcoat or paint?

Most likely Lexan... they do look like fibers when oxidized.

If production fiberglass... usually gel coat. Black? Could be an EPO rudder that was built in the 80's.
